Certification according to this International Standard is considered as fulfilling the requirements of both EN 473:2008 and ISO 9712:2005; consequently, any requirement for certification to either of these standards is fulfilled by a certification according to this International Standard.
The British Institute of Non-Destructive Testing is an accredited Independent Certifying Body, complying with the criteria of European standard ISO/IEC 17024 : 2003 (Conformity assessment – General requirements for bodies operating certification of persons), and offering a flexible, reliable and cost-effective method of satisfying NDT personnel qualification and certification standard EN ISO 9712:2012 (Non-destructive Testing. Qualification and certification of NDT personnel).
The Institute is also accredited to assess and certify/register quality management systems for compliance with the criteria in the international standard BS EN ISO 9001 : 2008 series. The accreditation of the Institute for quality systems certification
The Institute's Certification services are MARKETED under the PCN Scheme, which has built up an international reputation for certification of competence of personnel in the NDT and condition monitoring fields. The PCN logo, shown right, signifies the highest standards in conformity assessment and certification, and those who have successfully aspired to gain authorisation to use the logo are justifiably proud of their achievements.

BINDT is also accredited against the criteria of EN 45013 to certify personnel as having reached one of two levels of competence in the ultrasonic testing of steel plate, and three levels of weld inspection. Details of the competences are given in the PCN Scheme document WPSB/UT4/90 and PCN/WI_03 respectively (this certification is outwith the scope of EN ISO 9712).
PCN certificates satisfy the requirements of European Standard EN 473 and international standard ISO 9712. The qualification requirements of PCN (eyesight, training and experience) also satisfy the provisions of a number of other widely accepted national and international standards and guidelines.
Candidates who are successful in the qualification examination, but who have not yet acquired the experience necessary for certification should, when experience has been gained under appropriate certified supervision ( see PCN/GEN for detail information ), apply for PCN certification directly to the certification services division of the British Institute of NDT with evidence of the requisite experience.
Employers may find it convenient to utilise the PCN system within their internal NDT personnel certification programs (e.g., within SNT-TC-1A or EN4179 systems). Further guidance on any aspect of NDT personnel certification may be obtained from BINDT certification services at Northampton.

PCN NDT LEVEL - I

PCN Level 1 certificated personnel have demonstrated the competence to set up equipment, carry out the test, record and classify the results in terms of written criteria, and to report the results. Level 1 personnel have not demonstrated competence in the choice of test method or technique to be used, nor for the assessment characterisation or interpretation of test results.
PCN NDT LEVEL - II

PCN NDT LEVEL - III

Level 3 personnel have demonstrated: a competence to interpret and evaluate test results in terms of existing codes, standards and specifications; possession of the required level of knowledge in applicable materials, fabrication and product technology sufficient to enable the selection of methods and techniques, and to assist in the establishment of test criteria where none are otherwise available; familiarity with other NDT methods; the ability to guide personnel below Level 3. Where Level 3 duties regularly require the individual to apply routine NDT by a method or methods, BINDT recommends that industry demand that is person should hold and maintain Level 2 certification in those methods.
